Cancellation of LPPM University of Lampung as Grantees of Small Grants from SGP Indonesia Cycle 1

Dr. Lusmeilia Afriani, DEA, Chairperson of the LPPM, University of Lampung, signed the Minutes of Handover of Refunds for the SGP Indonesia Trance 1 Grants

The long process of communication since April 2020 related to disagreement in the grant agreement between LPPM UNILA and the Pena Bulu Foundation regarding a separate bank account from other projects as a result of changing the internal structure of the rector and the management policies of state universities in Indonesia, so state universities are not allowed to have more one account.

Meanwhile, the Grant Agreement that has already been signed, LPPM UNILA must have a separate bank account for the management of the SGP Indonesia’s small grant program. After a long negotiation, the SP agreed with the LPPM UNILA program manager to end the collaboration where the LPPM UNILA resigned as the recipient of the grant on 28 June 2020, LPPM UNILA resigned as the recipient of a small grant of SGP Indonesia Cycle 1. Consequently, LPPM UNILA returned the grant has been transferred by LPPM UNILA in the first tranche of EUR15,381 to the Pena Bulu Foundation. Completion of the refund was carried out in early July and on July 23, LPPM UNILA signed the Official Report of the Handover of the SGP Indonesia Small Grants Refunds in the LPPM UNILA Hall, Rectorate Building, University of Lampung.

Pembatalan LPPM Universitas Lampung sebagai Penerima Hibah Kecil SGP Indonesia Siklus 1

Dr. Lusmeila Afriani, DEA, Ketua LPPM Universitas Lampung menandatangani Berita Acara Serah Terima Pengembalian Dana Hibah Trance 1 SGP Indonesia.

Proses panjang komunikasi sejak April 2020 terkait dengan ketidaksepakatan dalam perjanjian hibah antara LPPM UNILA dengan Yayasan Pena Bulu berkenaan dengan bank account terpisah dari proyek lain sebagai akibat dari pergantian struktur internal rektorat dan kebijakan menejemen perguruan tinggi negeri di Indonesia maka perguruan tinggi negeri tidak diperkenankan memiliki lebih dari satu  akun.

Sedangkan dalam Perjanjian Hibah yang terlanjut ditandatangani, LPPM UNILA harus memiliki rekenign bank terpisah untuk pengelolaan program hibah kecil SGP Indonesia. Setelah bernogosiasi yang panjang maka  SP bersepakat dengan pengelola program LPPM UNILA mengakhiri kerjasama dimana pihak LPPM UNILA mengundurkan diri sebagai penerima hibah pada tanggal 28 Juni 2020, LPPM UNILA mengundurkan diri sebagai penerima hibah kecil SGP Indonesia Siklus 1. Konsekwensinya, LPPM UNILA mengembalikan dana hibah yang sudah ditransfer oleh LPPM UNILA pada tranche pertama sebesar EUR15,381 ke Yayasan Pena Bulu. Penyelesaian pengembalian dana telah dilakukan pada awal bulan Juli dan pada tanggal 23 Juli LPPM UNILA menandatangai Berita Acara Serah Terima Pengembalian Dana Hibah Kecil SGP Indonesia di Aula LPPM UNILA Gedung Rektorat Universitas Lampung.

Coordination Meeting between the KKH Directorate, the TNWK Office, and Service Providers

The coordination meeting which was held at the Way Kambas National Park Office on 24 July 2020 aims to see the progress of the program carried out by the SGP Indonesia Cycle 1 grantees, and need assessment of national parks in the protection of WKNP as AHP in Indonesia.

The meeting was attended by Mrs. Nining Ngudi Purnamaningtyas (Chair of Sub. Directorate of Implementation of International Convention, Directorate of KKH, DG KSDAE, MoEF, Republic of Indonesia), Mr. Hemawan (Head of Administration), Ms. Elisabeth Devi Kris Munrniati (Head of PLG TNWK), Mrs. Sri Ratna (Staff KKH), Dini Indirawati (Administration Officer), and Adi Nugroho (Chief Grant Management).

Pertemuan Koordinasi antara Direktorat KKH, Balai TNWK, dan Service Provider

Pertemuan koordinasi yang dilakukan di Kantor Balai Taman Nasional Way Kambas pada tanggal 24 Juli 2020 bertujuan untuk melihat perkembangan program yang dilakukan oleh peneirma hibah SGP Indonesia Siklus 1, dan pemetaan kebutuhan taman nasional dalam perlindungan TNWK sebagai AHP di Indonesaia.

Pertemuan dihadiri oleh Ibu Nining Ngudi Purnamaningtyas (Kepala Sub. Dit. Penerapan Konvensi Internasional, Direktorat KKH, KSDAE, KLHK, Republik Indonesia), Bapak Hemawan (Kepala Bagian Tata Usaha), Ibu Elisabeth Devi Kris Munrniati (Kepala PLG TNWK), Ibu Sri Ratna (Staff KKH), Dini Indirawati (Administration Officer), dan Adi Nugroho (Chief Grant Management).

Monitoring the SGP Indonesia Programme in Way Kambas National Park

Programme Monitoring Meeting with Grantees of the SGP Indonesia in Way Kambas, East Lampung, Lampung Province.

Penabulu Foundation as a Service Provider (SP) monitors SGP Indonesia’s program with two (2) grantees  in cycle 1 for AHP – Way Kambas National Park. The Yayasan Pusat Informasi Lingkungan Hidup Indonesia (PILI) works for the Way Kambas National Park area with the project title “Strengthening The Resort Based Management and Partnership with The Buffer Village for The Mitigation of Wildlife Hunting and Forest Fire in Way Kambas National Park” being the first part in monitoring program carried out by SP on July 21, 2020 at the PILI Foundation Project Office in Way Kambas, East Lampung, Lampung Province. And in conjunction with the monitoring of the PILI Foundation program, SP also conducted a monitoring program with the Alert Association on July 22, 2020. Both civil society organizations are the grantees of the SGP Indonesia Cycle 1. Monitoring of Sumatran Rhino Population using Camera Traps and Individual Identification Technology “in the Way Kambas National Park area.

Program monitoring for grantees of SGP Indonesia Cycle 1 was conducted by SP to see the progress of the program and challenges during the implementation of the program, especially in Quarter 1. Challenges during the implementation of the program in the 1st quarter were experienced by the PILI Foundation. in the first quarter considering government policies relating to mitigation of the 19th COVID outbreak. This condition affected the coordination with limited national parks and the budget absorption was not too large in the first quarter.

Unlike the PILI Foundation, Perkumpulan Alert has a different type of program and is located in a national park area so COVID 19 has no effect on the program being run. Monitoring species (rhinos) is carried out by installing camera traps in agreed areas. The challenge faced by the Alert Association is to wait for approval of the Annual Procurement Plan (APP) process by the Chief Technical Assistance (CTA) of GITEC as the SGP ACB Consultant under KfW as a donor in this project. In addition to the limitations of the project planning at the beginning of the submission, the Perkumpulan Alert proposed a budget reallocation so it was necessary to wait for ACB approval in the program implementation in the 2nd and subsequent quarters.

Monitoring Program SGP Indonesia di Taman Nasional Way Kambas

Yayasan Penabulu sebagai Service Provider melakukan monitoring program SGP Indonesia dengan dua (2) peneirma hibah kecil pada siklus 1 untuk AHP – Taman Nasional Way Kambas. Yayasan Pusat Informasi Lingkungan Hidup Indonesia (PILI) bekerja untuk kawasan Taman Nasional Way Kambas dengan Judul Proyek “ Strengthening The Resort Based Management and Partnership with The Buffer Village for The Mitigation of Wildlife Hunting and Forest Fire in Way Kambas National Park” menjadi bagian pertama dalam monitoring program yang dilakukan oleh SP pada tanggal 21 Juli 2020 di Kantor Proyek Yayasan PILI di Way Kambas, Lampung Timur, Provinsi Lampung.

Dan bersamaan dengan monitoring program Yayasan PILI, SP juga melakukan monitoring program dengan Perkumpulan Alert pada tanggal 22 Juli 2020. Kedua organisasi masyarakat sipil tersebut merupakan penerima hibah kecil SGP Indonesia Siklus 1. Program Perkumpulan Alert bersama SGP Indonesia bertema biodiversity dengan judul proyek “Survey and Monitoring of Sumatran Rhino Population using Camera Traps and Individual Identification Technology” yang berada dalam kawasan Taman Nasional Way Kambas.

Monitoring program bagi penerima hibah kecil SGP Indonesia Siklus 1 dilakukan SP untuk melihat perkembangan program dan tantangan selama pelaksanaan program khususnya pada Kuartal 1. Tantangan selama pelaksanaan program pada kuartal 1 dialami oleh Yayasan PILI adalah terhambatnya kegiatan karena persebaran wabah COVID 19. Beberapa kegiatan dilakukan penyesuaian pada kuartal 1 mengingat kebijakan pemerintah berkaitan dengan mitigasi wabah COVID 19. Kondisi ini berpengaruh pada koordinasi dengan taman nasional yang terbatas dan serapan anggaran yang tidak terlalu besar pada kuartal 1.

Berbeda dengan Yayasan PILI, Perkumpulan Alert memiliki tipe program yang berbeda dan berada dalam kawasan taman nasional sehingga COVID 19 tidak berpengaruh pada program yang dijalankan. Monitoring species (Badak) dilakukan dengan pemasangan camera trap pada wilayah yang telah disepakati. Tantangan yang dihadapi oleh Perkumpulan Alert adalah menunggu persetujuan proses Annual Procurement Plan (APP) oleh Chief Technical Assistance (CTA) dari GITEC sebagai Konsultan SGP ACB dibawah KfW sebagai donor dalam proyek ini. Selain itu dengan keterbatasan perencanaan proyek diawal pengajuan, Perkumpulan Alert mengajukan realokasi anggaran sehingga perlu menunggu persetujuan ACB dalam pelaksanaan program pada kuartal 2 dan kuartal selanjutnya.
