The field visit in the Selapan Boat Area area of BPTN Area III Langkat of Gunung Leuser National Park aims to understand the areas grantees of the SGP Indonesia on Cycle 1 such as: YOSL – OIC, Petai Foundation, and WALHI North Sumatra which are in 1 resort. The visit was carried out for 3 days (12-14 Desember 2019) covering the Sekoci and Selapan Resort areas, especially the Main Barak which was the main issue.

The Penabulu – Service Provider work team represented by Adi Nugroho (CGM), Paul Mario Ginting (GA), and Sugiarto Arif Santosa (M & E Specialist) discussed with YOSL – OIC, and WALHI North Sumatra with resort staff and forest farmer groups became the target beneficieries of the SGP Indonesia program. The main program of restoration is both pure restoration and participation restoration and also conservation partnership model areas and ensuring that community conservation management areas are an important part in the implementation of projects that will be carried out by SGP Indonesia’s project implementation partners in cycle 1 at BPTN III Gunung Leuser National Park.

The Call for Proposal of Small Grants Program (SGP) Grant Proposal in Indonesia was announced on 15 September 2019 and the proposal that was submitted was assessed through two (2) stages, namely: the first stage, an administrative assessment carried out by the Penabulu Foundation as a Service Provider on the 4th October 2019 for Way Kambas National Park and 7 October for Gunung Leuser National Park. The second stage, the substance assessment on 15-16 October 2019, based on the results of the administrative evaluation there were four (4) proposals for Way Kambas National Park and eight (8) proposals for Gunung Leuser National Park conducted by the Regional Program Coordination Unit of the Small Grant Program ASEAN Centre for Biodiversity and the National Working Team of the SGP Indonesia (National Working Team) which took place at the Santika Hotel, Slipi, Jakarta.

The National Work Team (NWT) was attended by nine (9) people and the RPCU SGP ACB was attended by six (6) people and the assessment process was led directly by Ms. Nining Purnamaningtyas as Chair of the National Working Team. The proposal assessment uses an instrument mutually agreed between NWT and ACB. Each work team conducts an assessment of proposals that pass the administrative assessment from the first assessment agreement to mutually understand the process and the way the assessment will be carried out.

The assessment process takes a long time and considers several aspects of both the text and the context and needs of national parks as beneficiaries in AHP protection. After the plenary meeting, it was agreed to recall several proponents deemed necessary to obtain clarification of the proposed proposal, and agreed to summon several proponents to clarify the proposal submitted on October 21, 2019 at Manggala Wanabhakti, Ministry of Environment and Forestry, Jakarta.

On the agenda of clarifying the proposal of SGP Indonesia Cycle 1 at Cafe Mangarove was attended by seven (7) people from the NWT Team (National Working Team) and three (3) people from the Penabulu Foundation as Service Providers. The assessment process was led directly by Ms. Nining Purnamaningtyas as Chair of the National Working Team on October 21, 2019 there were seven (7) proponents from Way Kambas National Park and Gunung Leuser National Park. In the clarification, the NWT provided input and recommendations for the proponent to revise the proposed proposal.

The revision deadline is set for October 25, 2019 at 11:59 p.m. WIB, the proponent making the revision must have sent the revision of the NWT input to the Penabulu Foundation as a Service Provider, and compile the results of the revision to be immediately sent to the NWT for re-evaluation.

The proposal assessment by NWT was carried out on October 28, 2019 at the Ibis Slipi Hotel in Jakarta, which was attended by 7 people from the NWT Team (National Working Team) and 5 people from the Penabulu Foundation as a Service Provider. The assessment process was led directly by Ms. Nining Purnamaningtyas as Chair of the National Working Team and took place democratically by prioritizing agreed themes, regional contexts, and national park needs. The assessment results are summarized and sent by the NWT / KKH KLHK to ACB, which are then averaged as the final results. Endorsement from the National Steering Committee (NSC) will be the final stage of evaluating the SGP Indonesia Cycle 1 proposal.

Coaching Clinic SGP Indonesia Cycle 1 for Way Kambas National Park was held on 29 September – 1 October 2019 at the Batiqa Hotel, Bandar Lampung, Lampung Province. The Coaching Clinic was opened by Mr. Subakir SH. MH Chair of the Way Kambas National Park Office and followed by eleven (11) people from six (6) proponents or civil society organizations who have submitted by sending a Letter of Interest, Concept Proposal, and Registration to follow Coaching Clinic Using the Grant Management and Monitoring System (GraMMS).

The facilitator during the Coaching Clinic process was Ms. Dinnie Indirawati from the Penabulu Foundation as a SGP Indonesia Service Provider and Ms. Geniuqe Damarahan Manahan (ASEAN Center for Biodiversity – Philipine).

SGP Indonesia Coaching Clinic Cycle 1 was held at the Hermes Palace Hotel & Resort, Medan, North Sumatra. Coaching Clinic participants are Civil Society Organizations (CSOs) that submit Letter of Interest, Concept Proposal, and registration form to Penabulu as Service Provider. CSOs that have sent the three (prerequisites) are called proponents or SGP Indonesia grantee candidates. The Coaching Clinic was opened by Mr. Rinaldo from the Gunung Leuser National Park Center representing the Chair of the Gunung Leuser National Park Center who was attending the meeting agenda at the Ministry of Environment and Forestry, Jakarta.

SGP Indonesia Coaching Clinic for Gunung Leuser National Park was attended by nine (9) proponents out of ten (10) proponents. This is because one (1) proponent has attended the Coaching Clinic in Bandar Lampung, Lampung.

Jakarta, 10 – 12 September 2019. Preparatory Meeting for Launching of the SGP Indonesia Cycle 1, held at Rumah Kemuning -Penabulu Foundation, Pasar Minggu, South Jakarta. The preparatory meeting took place between Penabulu and ACB with the main discussion related to the progress report of preparation of the Cycle 1 Small Grant Program which will be launched on September 16, 2019. The meeting was attended by ACB (4 people) and Guenther Meyer representatives from GITEC – KFW, and SGP Indonesia Work Team (4 people).

The meeting discussed Meeting of Minutes (MoM) and agreements reached during the Joint Coordination Meeting held on 11-12 July 2019, progress report, and documents pending and issues that need to be addressed.

In the collaborative management plan document of the SGP Indonesia Small Grants Program in both Gunung Leuser National Park and Way Kambas National Park, Penabulu as a Service Provider, ensures baseline data to measure inputs and outputs derived from activities implemented by grantees and also ensure outputs from the results of activities carried out by grant recipients. And Penabulu as a Service Provider will hold a Coaching Clinic in Lampung and Medan to help potential grantees (porponents) in how to fill out proposals online through the GraMMS application.

During the meeting, ACB and Penabulu held a coordination event in the Meeting Room Dierectorat of Biodiversity Conservation – DG KSDAE MoEF to finalize preparations for the launch of the Cycle 1 SGP Indonesia Small Grants Program.

Ms. Nining Ngudi Purnamaningtyas (Chair of the Sub Directorate of Implementing of International Convenience Treaty) hopes to start Cycle 1 early due to busy activities at the end of the year and anticipation of restructuring after the cabinet of the new government of Republic of Indonesia. The collective agreement was taken by shortening the time of SGP Indonesia Cycle 1 before the cabinet changes took place after October 2019.
